Com a aprovação, o limite vai subir progressivamente dos atuais R$ 81 mil para R$ 110 mil em 2027 e R$ 140 mil em 2028. Está é a primeira vez desde 2018 que o teto é reajustado. A legislação atualmente permite a contratação de apenas um empregado. O governo disse que a mudança atende a uma demanda recorrente dos microempreendedores, impulsionada pelas discussões sobre a redução da jornada de trabalho e o fim da escala 6x1, que está sob análise do Senado. Ainda de acordo com o governo, a atualização dos limites de receita bruta permitirá que negócios em processo de crescimento permaneçam enquadrados em regime simplificado por período mais adequado ao estágio de desenvolvimento.  “A ampliação não representa expansão real do regime, mas recomposição monetária do mesmo patamar fixado em 2018”, disse o governo, que estimou que o impacto orçamentário será de 1,57 bilhão em 2027, R$ 3,15 bilhões em 2028 e R$ 3,38 bilhões em 2029. O relator da matéria, deputado Rubens Pereira Júnior (PT-MA), disse que o aumento do limite vai prevenir que o MEI tenha que dispensar um contrato para não extrapolar os limites atualmente impostos. “Queremos aliviar o microempreendedor para que possa retomar suas atividades amplamente no mercado. Aquecer a economia, gerar emprego, beneficiar todos”, disse. “Se um MEI contrata hoje uma mulher e ela engravida, durante a licença não poderia contratar outro funcionário”, acrescentou o relator. Perdão de dívidas O projeto concede ainda a anistia integral de dívidas de MEI’s, inscritos na Dívida Ativa da União até 13 de outubro de 2026. Para ter direito ao benefício, o MEI deverá ficar adimplente no recolhimento dos tributos nos seis meses subsequentes à data de entrada em vigor da Lei, Complementar, sob pena de cancelamento da remissão. Além disso, o MEI terá que desistir de ações judiciais em curso na data de entrada em vigor da lei complementar. Não haverá pagamento de honorários advocatícios por causa da extinção do processo judicial. Rubens Pereira Júnior disse que a medida deve beneficiar mais de três milhões de MEI’s com débitos inscritos na União. O deputado disse ainda que parcela expressiva dessas dívidas apresenta baixa perspectiva de recuperação. “A remissão proposta estabelece solução excepcional para esse passivo, permitindo a regularização de empreendedores que enfrentam dificuldades para quitar obrigações pretéritas. Ao mesmo tempo, a exigência de adimplência das contribuições com vencimento nos seis meses subsequentes à entrada em vigor da lei complementar procura associar a concessão do benefício à retomada do cumprimento regular das obrigações tributárias”, defendeu. Também aumenta para R$ 100 mil o limite do valor para realização de licitações destinadas exclusivamente à participação de microempresas e empresas de pequeno porte, atualmente fixado em R$ 80 mil. Simples Nacional Durante a sessão, o presidente da Câmara dos Deputados, Hugo Motta (Republicanos-PB), afirmou que a Casa deve analisar até o fim do ano o reajuste para o Simples Nacional. "Assumo o compromisso com todos os partidos desta Casa de que me dedicarei pessoalmente para que, até o final do ano, possamos tratar do reajuste das empresas no regime do Simples Nacional. Não haverá prejuízo algum", afirmou.
