O Ministério Público de São Paulo (MPSP) recomendou à prefeitura da capital paulista a intervenção na administração da Feira da Madrugada do Brás, concedida à empresa Circuito de Compras. A feira reúne milhares de pequenos comerciantes de produtos populares, roupas e eletrônicos e onde circulam cerca de 15 mil pessoas por dia. Segundo o MP, a empresa cometeu uma série de irregularidades e acumula dívida de R$ 163 milhões, o que inviabiliza a continuidade da gestão. O MP pede que a prefeitura e a agência reguladora, a SP Regula, decretem a intervenção na concessão no prazo de 15 dias, além de adotarem "providências destinadas a preservar o interesse público na execução do contrato". O pedido é parte de um inquérito civil, que acompanha a execução do ajuste firmado entre o município e a concessionária responsável pela implantação, operação, manutenção e exploração econômica do espaço. A apuração do MP constatou pendência em investimentos previstos no contrato, registro de dificuldades operacionais e elevada ociosidade do espaço. "A Promotoria considerou ainda relatos de comerciantes e representantes do setor ouvidos durante a investigação, que apontaram aumento expressivo dos custos de ocupação dos boxes, redução da atratividade econômica do empreendimento e a permanência de milhares de comerciantes exercendo atividades em vias públicas das regiões do Brás e do Pari, circunstâncias que, em tese, frustram a finalidade pública que motivou a concessão", explicou o MP em nota. Um CPI recente instalada na Câmara Municipal investigou denúncias de extorsão de camelôs, venda de produtos falsificados e receptação de mercadorias. Na ocasião, parlamentares governistas pediram a revisão da concessão, posição defendida pela gestão do prefeito Ricardo Nunes. Procurada, a concessionária Circuito das Compras não se manifestou até o momento. O espaço segue aberto para manifestação.
